Proper metaphorical geographic flag

This is the proper metaphorical geographic rendering of the concept described for Design A1. Based on the reference flags shown in the second picture of the post, the New York State blue field is the outermost area. A Syracuse orange trim is next for the Greater Syracuse Metropolis, which is bigger than the Oswego County pentagonal fort within (from its seal). Within that Oswego pentagonal fort shape, where the innermost circle of its seal would be, a circularly rendered phoenix in red is found. While the town was not named for the phoenix, but a person with the last name of Phoenix, it is an image hard to ignore with little else I found to turn into a strong symbol for the town. I also put the phoenix in red to distinguish it from all the other areas referenced, with 4 colour flags generally ranking as well as 3 colour flags from my research.

REFERENCE
The Village of Phoenix of New York State is located in Oswego County, which is one of three counties in the Greater Syracuse Metropolis. Additionally, the Village lies in the southwest part of the town of Schroeppel in Oswego County. The Village has a population of 2,382 in the 2010 census, and is named after Alexander Phoenix, not in reference to a great fire, though it did have one in 1916. Ironically, the Village of Phoenix lies in the Lake Ontario lake-effect snow belt, with seasonal snow totals regularly exceeding 200 inches (510 cm). Minimal branding exists for the Village, with it and other relevant symbols drawn upon for the design in the second picture of the post.
