Four oaks with star in shield
This is just Design E1 with a star instead of an oak tree leaf to represent League City in the shield, and no leaf to be found in the design. The star in shield is not only striking, but coherent with the most common symbols one might think of to put on a shield design. Finally, as mentioned in Design B3, this white star knocked out of green design would also be great for League City branding, including badges law enforcement and other officials could wear on their uniforms to identify themselves. That’s a whole other issue with budget and other consequences far beyond anything I would know enough to seriously comment on, but I wanted to point out the potential! This design is my favourite of the batch submitted for its novelty compared to old flags, references involved, layout, and practicality to extend branding far beyond the flag design.

REFERENCE
League City, Texas, is a city of about 112,000 in the southeast corner of the Greater Houston metropolis. The city has four founding families, but the League name came from J.C. League who developed the city along then existing railways. Over the years, trees have proven important to the city, with oak trees from 1907 lining Main Street, the city seal containing an oak tree, and the recent 60th anniversary of incorporation using an oak tree leaf. The city has several flags recently (last pic), all with more than just white and variations of green for colours that is on their website and recent branding.
