Widened shield
The Queens RM coat of arms has a design with numerous horizontal bands that can reasonably be widened to cover the entire flag. That’s what was done here, with the trees spread out more evenly across the flag width rather than leaving them bundled like in the shield. The rectangular rendering of waves were merely extended to the side, looking no different. The sun, though, was not elongated to warp its circular rendering.
This municipality just told me they have a flag featuring their coat of arms (pic 2 of post), but no more detail. So this is now just a design exercise without possibility of collaboration or adoption.

REFERENCE
The Regional of Queens Municipality is a regional municipality in southwestern Nova Scotia that is a centre of outdoor activities with diverse geography within its 2,760 sq km (1,070 sq mi) area. Its boundary includes all of Queens County except for First Nations reserves, formed in 1996 through an amalgamation of the Town of Liverpool and the Municipality of the County of Queens with 12 other communities. Queens RM has a coat of arms and modern logo branding (Queens Coast with a QC initialed logo using a different colour scheme). Both are shown in pictures behind the flag in each post.
